A federal appeals court in San Francisco has ruled that the Trump administration can withhold $3 billion from a drug maker that makes a drug to fight Zika and other infectious diseases and that is being used by people in Puerto Rico and elsewhere.
The decision on Thursday comes as the Trump Administration has begun to implement the first of a series of Zika-related regulations.
The Department of Health and Human Services has also been working with the Department of Justice and other federal agencies to determine what is legal and what is not.
